Regulation of Cable Television Network in Maharashtra in General and Mumbai in Particular

 

Introduction:

 

The Cable Television Network ( Regulation ) Act 1995 was enacted with a view to regulate the operation of cable Television Network in the country so as to bring uniformity in their operations and to avoid undesirable programme being made available to viewers. The act also emphasizes the provision of protecting the interest of National broadcaster of India i.e. Doordarshan to transmit their terrestrial services with out interference by cable operators and to compulsorily carry Doordarshan channels with out any omissions and distortions till it reaches to the end users.

 

Any person who desires to set up a cable TV network must register as cable operator to the registering authority. All the programmes transmitted in the cable network must conform to programme code.  As per Section 8 of the Act Prasar Bharati(BCI) may specify the number and names of channels to be carried mandatory by every cable operators in their cable service and the manner of reception and retransmission by notifying in official gazette.

 

Prasar Bharati ( BCI) Gazette Notification in Brief

 

i.                    Every cable operator shall from the commencement of the Cable Television Networks ( Regulation) Act 1995, re transmit at least two Doordarshan Terrestrial Channels and one regional channels of the state ( DD National, DD News & Regional Service ), in the Prime Band, in satellite mode on frequencies other than those carrying terrestrial frequencies.

 

ii.                   The Doordarshan Channels referred to above shall be re-transmitted without any deletion or alteration of any programme transmitted on such channels.

 

iii.                  It is mandatory for all Cable operators to receive the must carry channels from satellite by using dish antenna only ( not by Yagi antenna) and Satellite Receivers and maintain  a good quality till the point of consumer end.

 

iv.                In addition to the above cable operators in all states and union territories of India shall so re-transmit the following DD channels in Non-Prime Band.

 

 

·        DD Sports Channels

·        DD Lok Sabha Channel

·        DD Rajya Sabha Channel

·        Gyan Darshan Channel

·        DD Urdu Channel

 

What It Exactly Cable TV Act Meant for Mumbai

 

·        No Cable Operators shall transmit any signal in the frequency band used by Mumbai Doordarshan  Transmitters as given below :

Band # 2 Ch # 6 180 Mhz to 187 Mhz

Band # 3 Ch # 12  230 Mhz to 237 Mhz

 

·        It  is mandatory for all Cable  operators to carry DD National, DD News and DD Sahyadri Channel in the prime band. Prime Band frequency  range:

 

47 Mhz to 68 Mhz to 230 Mhz.

 

·        The other five must carry channels must be transmitted in non-prime band i.e. other than the defined prime band mentioned above.

·        It is mandatory to maintain good quality of DD Channel Signal, till it reaches at end consumer.

 

 

Role of Doordarshan Mumbai in Implementation of Cable Television ( Regulation  ) Act 1995

 

·        All the Cable operators in Mumbai are informed and kept aware of the Cable Act through sending copies of Cable Act along with all amendments thereof as and when received by the Kendra.

 

·        The Cable Act, highlighting main points are given vide publicity through DD Sahyadri transmission on regular basis for making the public aware of the Act.

 

·        Close Liaison is maintained with the Association of the Cable Operators for the implementation of the Act by calling interactive meetings at least twice in a year consisting of MSO s & Office Bearers of Cable Operators Association.

 

·        Close watch on the cable operators of different areas of Mumbai are kept through various officers of the Kendra monitoring the Must-Carry DD Channels at their residences and report sent on Monthly basis to the Zonal Office of Chief Engineer ( WZ) which is combined for the whole zone and sent to Directorate of Doordarshan by the Zonal office.

 

·        Any complaint received from the member of the public or observed by the officers of the Kendra is immediately attended to by sending a team of engineers to investigate at the cable operators end and any technical assistance if required is immediately provided.

 

·        Survey of technical set up of major cable operators through out the City & Suburbs are carried out to check the quality as mandatory at least 2 to 3 times during the year and report sent on Monthly basis to Zonal office for compilation and sent to Directorate.

 

·        In this connection  a meeting of cable operators of Mumbai as well as nearby places like Pune was called under the Chairmanship of  Chief Engineer ( WZ-TVM) in April’ 07

 

·        A meeting of STB manufacturer, dealers and Cable operators was called under the Chairmanship of OSD to CEO in May’07. Various MSOs, Cable operators and Cable association  president Ms. Roop Sharma, Delhi were also invited to this meeting for quality improvement.  The programme officers of the Doordarshan Kendra, Mumbai also interacted with the  MSOs & Cable Operators.
